Menderes was born in 1899 in Koçarlı, Aydın. His family were wealthy landowners of Crimean Tatar origin. He attended the American College in İzmir before studying law at Ankara University. During the Turkish War of Independence, he fought against the invading Greek army. This service earned him a medal of honor.

In the 1940s, Menderes began a journey toward political change. He originally joined the ruling Republican People's Party (CHP) in 1931. However, he and several colleagues disagreed with the government's nationalization policies. In 1945, Menderes and others signed a motion demanding more democratic freedom. This opposition led to his expulsion from the CHP in September 1945.

On January 7, 1946, he helped found the Democratic Party (DP). This became the fourth legal opposition party in the nation.

The Democratic Party changed how Turkish elections functioned. In the 1950 elections, the DP won 52% of the votes. These were the first free elections in Turkish history. In these elections, votes were cast in secret and counted openly. This victory allowed Menderes to become Prime Minister. He later won two more free elections in 1954 and 1957.

During his decade in power, Menderes oversaw major shifts in the country. The Turkish economy grew at a rate of 9% per year. He used the Marshall Plan to help mechanize agriculture. This support from the United States helped improve transport, energy, and education. In 1952, Turkey joined NATO, a military alliance. Turkey also participated in the Korean War during his term. However, the economy faced a downturn in 1954. The GDP per capita declined by an estimated 11% that year.

Political tension grew during the mid-1950s due to several complex issues. In 1955, a bomb exploded near the Turkish consulate in Thessaloniki, Greece. This event triggered the Istanbul pogrom. During these riots, thousands of Greek ethnic minority shops, houses, and churches were destroyed.

Later, the Yassıada trials accused the Menderes government of organizing these riots. The trials claimed the government used provocation to target the Greek population. Menderes eventually apologized and offered compensation to those affected by the violence.

Menderes also faced challenges regarding civil liberties and personal safety. He implemented press censorship and arrested journalists to limit criticism. This caused many intellectuals and students to oppose his rule. In February 1959, Menderes survived a serious plane crash in Sussex, England. The aircraft caught fire during heavy fog near Rusper. Despite the accident, he recovered quickly. He even signed the London Agreements on Cyprus while in the hospital.

The end of Menderes's leadership came through a military coup d'état. On May 27, 1960, a group of 37 young officers seized power. They arrested Menderes and other leaders of the Democratic Party. The leaders were tried on the island of Yassıada. They faced charges of violating the constitution and embezzling state funds. Menderes was also accused of involvement in the Istanbul riots. The military court sentenced him to death.

Despite international pleas for mercy, the sentence was carried out. Leaders like John F. Kennedy and Queen Elizabeth II asked for forgiveness. Menderes was executed on the island of İmralı on September 17, 1961. He was the last Turkish political leader to be executed after a coup. Today, he is one of four Turkish leaders honored with a mausoleum. This special tomb honors his place in the history of the Turkish Republic.
