At this meeting, the leadership shifted from intellectuals to the proletariat, or the working class. Out of 84 delegates, 50 were workers. Xiang was elected as the General Secretary of the CCP.

After his election, Xiang returned to Shanghai to run the CCP headquarters. He attempted several structural reforms to the party's organization. He proposed merging the labor union with the worker committee. He also wanted to merge the propaganda department with the peasant committee. However, some of his ideas met resistance. For example, Zhou Enlai successfully blocked Xiang's attempt to take over the Jiangsu Division of the CCP.

Tensions grew between Xiang and the Comintern over revolutionary strategy. Xiang supported the "Li Lisan line," which advocated for armed uprisings in cities. The Comintern disagreed, preferring a different systemic policy for the Chinese revolution. This disagreement led to significant losses for the CCP. The Comintern sent new leaders, known as the 28 Bolsheviks, to take control in China. They replaced Xiang's associates with their own protégés. Although Xiang tried to resign, other leaders blocked him to keep his symbolic value as a worker.

As his actual power faded, Xiang's personal life changed significantly. He lost confidence in the communist movement and began living an extravagant lifestyle. He used party funds to live in a villa with a mistress in Shanghai. This behavior drew heavy criticism from other party members. In June 1931, a man named Gu Shunzhang was arrested and defected. Gu provided information that led the KMT to Xiang's location.

Xiang was arrested at a jewelry store in the French Concession of Shanghai. He was captured alongside Yang Xiuzhen, a cabaret dancer. While in custody, Xiang provided information about the CCP's secret services to the KMT. He was executed shortly after his arrest. Because he was the only General Secretary to defect and be executed by the KMT, the CCP viewed him as a disgrace. The party later sought to remove his name from its official history.
