Peng entered military service at the age of seventeen. He began as a private second class in a local warlord army. Through discipline and training, he rose to the rank of major. He attended the Hunan Military Academy to become a professional officer. In 1926, his forces joined the Kuomintang during the Northern Expedition. During this period, he was introduced to communist ideas. He eventually joined the Chinese Communist Party and allied with Mao Zedong.
During the Second Sino-Japanese War, Peng became a major military leader. 
After the Japanese surrender in 1945, Peng commanded forces in Northwest China. He protected the Communist leadership in Shaanxi from Kuomintang forces. His efforts helped save Mao Zedong from being captured. Peng also helped incorporate the Xinjiang region into the new nation. In 1950, he became the commander of the Chinese People's Volunteer Army. 

As Minister of National Defense, Peng sought to modernize the military. He believed the army needed to be more professional and organized. He looked to the Soviet Union as a model for technical warfare. This goal often clashed with Mao Zedong's political objectives. Peng also criticized Mao's economic policies during the Great Leap Forward. These policies had caused a nationwide famine. 
Peng's later years were marked by intense persecution. During the Cultural Revolution, he was arrested by Red Guards.
