Octavian used clever ways to turn the Roman Senate against them. He showed them a will from Antony. The will said Antony wanted to be buried in Egypt. This made the Roman people very angry.

In 32 BC, the Senate declared war on Cleopatra. This led to a massive battle at sea near Actium.

Octavian had about 350 ships. Antony had 290 ships. Antony's ships were very large. However, Octavian's ships were smaller and faster. Octavian's sailors were also more experienced.

During the fight, Cleopatra and Antony tried to break through the enemy lines. They could not win. Most of Antony's fleet sank to the bottom of the sea. Antony and Cleopatra fled to Alexandria. Soon, they both died there. This war ended many years of fighting in Rome. Octavian became the first emperor. He was given the name Augustus. His rule brought a long time of peace.
