This war was more than just a fight between soldiers. It was a struggle that would decide who would rule the entire Roman world.

Before the war, Octavian and Antony were part of a group called the Second Triumvirate. This group helped fill the power vacuum after Julius Caesar was assassinated. Eventually, the leaders split the Roman world between them. Octavian took control of lands like Gaul, Italia, and Africa. Antony took control of Greece, Syria, and Egypt.

While they were once allies, their relationship broke down. Antony began an affair with Cleopatra, which created tension in Rome.

Octavian used political strategy to turn the Roman Senate against Antony. He used a propaganda campaign to paint Antony as unfaithful to Rome. Octavian even seized Antony's will from the Temple of Vesta. The will revealed that Antony wanted to be buried in Alexandria with Cleopatra. This news outraged the Roman Senate.

Octavian also highlighted the "Donations of Alexandria." In these donations, Antony had given Roman territory to Cleopatra and her children. By focusing on Cleopatra, Octavian convinced the Senate to declare war on the Egyptian queen in 32 BC.

The war involved some of the largest Roman armies ever seen. Both sides raised nearly 200,000 legionaries. These soldiers were experienced veterans of previous civil wars. Many had even served under Julius Caesar twenty years earlier. When the war began, the Senate stripped Antony of his power. He was labeled a traitor. However, 40% of the Senate and both consuls still supported Antony. They left Rome to join his cause in Greece.

The most famous part of the war was the naval battle at Actium in 31 BC.

Antony brought 290 large, heavily armed ships to the fight. Octavian had 350 ships, but they were smaller and more maneuverable. Octavian's chief military adviser, Marcus Vipsanius Agrippa, led the navy. Agrippa used hit-and-run tactics to disrupt Antony's supply lines. He also captured the Greek port of Methone. The battle at sea was a clash of different styles of warfare.

During the Battle of Actium, Antony's large vessels struggled against Octavian's faster fleet. The fighting was intense, involving rams and projectiles like arrows and stones. Seeing the battle turning against them, Cleopatra and Antony tried to break through the blockade. They took a squadron of ships and sailed through a gap in the lines. However, Agrippa attacked their flanks. Most of Antony's massive fleet was destroyed and sank to the bottom of the sea. Antony and Cleopatra fled to Alexandria with only 90 ships.

After the naval defeat, Antony's land forces lost their supplies. Without control of the sea, his commanders surrendered their legions without a fight. Octavian eventually moved toward Alexandria to finish the war. In 30 BC, both Antony and Cleopatra committed suicide in the city.

The victory at Actium changed the course of history. Octavian became the most powerful man in the Roman world. In 27 BC, the Senate gave him the honorific name Augustus. He became the first Roman emperor. His victory transformed the Roman Republic into the Roman Empire. His rule also began the Pax Romana. This was a long period of relative internal peace and stability for the Roman state.
