It sits in a busy corner of the country. To the north, it shares a border with Belarus. To the west, it meets Poland. The region also touches Rivne Oblast to the east and Lviv Oblast to the south. The city of Lutsk serves as its main administrative center. Another important town is Kovel, which sits in the west. Kovel is actually the last station in Ukraine on the rail line that runs from Kyiv to Warsaw.

The history of this land is very long and complex. Long ago, it was part of the Kievan Rus'. Later, it became part of the Kingdom of Galicia–Volhynia. In the 15th century, the Grand Duchy of Lithuania took control. By 1569, the area passed to Poland. Eventually, it became part of the Russian Empire in 1795. During the time between the two World Wars, most of the land was under Polish control. The region was organized as the Wołyń Voivodeship during that period.

World War II brought many hard times to Volyn. In 1939, Nazi Germany and the Soviet Union divided Poland. This caused Volyn to be joined to Soviet Ukraine. On December 4, 1939, the oblast was officially organized. The area saw much fighting and suffering during the war years. Many people were forced to leave their homes. In 1941, Nazi Germany invaded the Soviet Union. This led to much violence and the loss of many lives. Partisans also fought against the German occupation during this time.

After the war, the borders of the region changed again. The Red Army took back the territory in January 1944. Volyn became part of the Ukrainian SSR. The area began to grow through rapid industrialization. One big project was building the Lutsk automobile factory, known as LuAZ. Even with new factories, the region remains very rural. It has much more open land and farming than many other places. It is known as one of the most rural areas in the former Soviet Union.

Today, the people of Volyn have a strong cultural identity. Most people living there are ethnic Ukrainians. According to the 2001 census, they made up 96.9% of the population.
