A travel visa is a conditional authorization granted by a polity to a foreigner. This permission allows an individual to enter, remain within, or leave a specific territory.

While a visa is a request for permission, it is distinct from the actual formal permission to enter a country. Border control officials maintain the power to subject every traveler to checks at the time of entry. Furthermore, a visa can be revoked by the issuing authority at any time. Visas often include specific limits on the duration of a stay. They may also restrict which areas a traveler can enter or how many visits are permitted. Some visas even specify whether an individual is allowed to work within the country.

Modern visas exist in several different forms to suit various technologies. The most common evidence is a physical sticker endorsed in a traveler's passport.

However, many countries now use electronic records instead of physical stickers. These electronic visas may exist as a digital entry in a database or a separate document that a traveler prints before arrival. Some travelers may also use a visa on arrival, which is obtained at the border. In some cases, travelers must apply in advance through a consular office, by post, or over the Internet.

If a country has no embassy in a traveler's home nation, the person might apply via mail or travel to a third country to obtain the document.

To grant a visa, issuing authorities require various types of documentation to assess an applicant. These authorities are usually branches of a foreign ministry or an interior ministry. They may also be specialized agencies, such as the Population and Immigration Authority in Israel. Applicants often must provide proof of financial security to show they can support themselves. They may also need to prove that their host or hotel actually exists and has sufficient room. Some nations require evidence of health and evacuation insurance.

In some cases, countries require specific medical tests, such as HIV tests, for long-term residency. For example, Russia and Uzbekistan have required these tests for long-term residents. In Chile, international exchange students and Cuban citizens may need medical tests approved by an authority to enter.

Visa policies are often shaped by complex political and social motivations. Nations use visa restrictions to curb illegal immigration and to address security concerns. They may also use them for reciprocity, which means treating other nations' citizens the same way they are treated.

For instance, the European Union aims for full visa reciprocity with non-EU countries. Some states also use visas to manage perceived threats, such as terrorism or criminal activity. Professor Eric Neumayer of the London School of Economics noted that visa restrictions are more likely for countries that are poor, undemocratic, or involved in armed conflict. Additionally, some countries require an exit visa to leave. This requirement is often viewed as an intrusion on the right to freedom of movement.

The history of travel documentation spans several millennia. One of the earliest references dates to 445 BCE in Persia, where kings provided letters for safe passage. During the Han Dynasty in China, documents were used at checkpoints to verify identities. In medieval Europe, rulers issued "safe conduct" letters to protect travelers. By 1414, during the reign of King Henry V, passports became more formalized in England. The Industrial Revolution in the 19th century increased international travel and led to widespread passport use. This helped manage the movement of migrant workers. In Western Europe during the late 19th and early 20th centuries, visas were not generally necessary due to the speed of train travel.

Significant changes occurred following the First World War. After the war, passports and visas became essential for international travel. In the 1920s, the League of Nations held conferences to standardize these documents. In 1947, the International Civil Aviation Organization took over the regulation of travel documents. This led to the development of machine-readable passports. Eventually, this evolved into the biometric passports used in the late 20th century to increase security and processing speed. These technological shifts have changed how authorities interact with travelers at the border.

Today, the global landscape of travel is defined by various agreements and exceptions. Some regions, like the Schengen Area, allow citizens to travel between member countries without visas. The Norwegian territory of Svalbard is a unique case. Under the terms of the Svalbard Treaty, it is an entirely visa-free zone.

In 2015, the World Tourism Organization announced that the number of tourists requiring a visa was at its lowest level ever. This suggests that while borders remain important, the requirements for travelers are shifting. Understanding these systems is vital for navigating the modern world of international movement.
