Todor Zhivkov was a central figure in 20th-century Bulgarian history.

He served as the de facto leader of the People's Republic of Bulgaria for over three decades. From 1956 until 1989, he held the position of General Secretary of the Central Committee of the Bulgarian Communist Party. His tenure made him the longest-serving non-royal ruler in Bulgarian history. He was also the longest-serving leader within the Warsaw Pact, a group of Eastern European nations. His leadership defined the political and economic landscape of Bulgaria during the Cold War era.

Zhivkov's journey began in the village of Pravets within a peasant family.

A curious detail exists regarding his birth date. While his mother believed he was born on 20 September 1911, Zhivkov argued for 7 September 1911. He claimed the local Orthodox priest was too intoxicated to record the date correctly. Instead of the birth, the priest recorded the day of baptism. This event became a recurring joke in his later memoirs. As a young man, he joined the Bulgarian Communist Youth Union in 1928. He later moved to Sofia to work for the Darzhavna pechatnitsa, the official government publisher.

During World War II, Zhivkov became an active participant in the resistance movement.

He joined the People's Liberation Insurgent Army to oppose the country's alignment with Nazi Germany. In 1943, he helped organize the Chavdar Partisan Brigade near his birthplace. By the summer of 1944, he had risen to become the deputy commander of the Sofia operations area. During the uprising on 9 September 1944, he reportedly coordinated partisan movements with pro-Soviet army units. This period established his connections to many combatants who would later hold high positions in the Bulgarian government.

Zhivkov's rise to supreme power involved navigating complex internal party politics. After the war, he led the Narodna Militsiya, which was the restyled Sofia police force. He joined the Bulgarian Communist Party (BCP) Central Committee as a candidate in 1945. By 1954, he became the First Secretary of the BCP. He gained significant influence during the April Plenum of 1956. At this meeting, he criticized his predecessor, Valko Chervenkov, for being a disciple of Joseph Stalin. This allowed Zhivkov to implement a policy of de-Stalinization, which aimed to reduce the cult of personality surrounding individual leaders.

This process of de-Stalinization led to a period of relative sociopolitical liberalization.

Zhivkov removed many monuments dedicated to Stalin and renamed cities, such as changing "Stalin" back to Varna. He also moved to reduce the use of penal labor and rehabilitated several people who had been unfairly sentenced. To maintain control while appearing reformist, he promoted younger, ambitious party members. This strategy created a loyal group of administrators who were not tied to old political cliques. However, his authority was not without challenge. In 1965, a group of military officers attempted a coup known as the "April Conspiracy" to install a pro-Chinese leadership. The plot was exposed, and the participants were arrested.

In 1971, Zhivkov introduced a new legal framework known as the Zhivkov Constitution.

This constitution was intended to modernize the country's image without causing instability. It separated the functions of the party and the state. It also created the State Council, a collective head of state appointed by the National Assembly. While the constitution suggested power was shared with the Bulgarian Agrarian National Union, the BCP remained the dominant force. Zhivkov transitioned from Prime Minister to Chairman of the State Council under this new system. This allowed him to maintain his role as the most powerful individual in the nation.

Zhivkov's long rule eventually faced a period of significant decline.

By the 1980s, the relationship between the East and West began to deteriorate. Bulgaria faced a stagnating economic situation and a worsening international reputation. Inside the BCP, there was growing corruption and careerism among officials. Public protests began to rise as people grew dissatisfied with the government. When Zhivkov refused to recognize these problems or address the protesters, senior party members pressured him to step down. He resigned on 10 November 1989. His departure signaled the end of communist rule, and the People's Republic of Bulgaria ceased to exist within a year.
