These periods include 2006–2010, 2012–2016, 2016–2018, and his current term starting in 2023.

Fico was born on September 15, 1964, in Topoľčany.

His family lived in the village of Hrušovany before moving to town. His father, Ľudovit Fico, worked as a forklift operator. His mother, Emilie Ficová, worked in a shoe store. Fico studied at the Law Faculty of Comenius University in Bratislava. He graduated in 1986 as a juris doctor. He specialized in the field of criminal law. Later, he earned a PhD with a thesis about the death penalty. He also studied in London under a Masaryk scholarship.

In 1999, Fico founded a new political party. The party is named Direction – Social Democracy, or SMER.

He wanted to build a party with very specific rules. He introduced a "clean hands" policy to prevent corruption. This policy barred anyone with ties to the former Communist regime from holding office. It also required all local party chapters to be financially self-sufficient. This approach helped create a new generation of Slovak politicians. By 2004, his party had merged with other leftist groups. This made SMER the most dominant political party in the country.

Fico's first term as prime minister began in 2006. His party won 50 seats with 29.1% of the vote. He formed a coalition government with two other parties. One partner was the Slovak National Party, led by Ján Slota. This partnership caused tension in international relations. For example, relations with neighboring Hungary became quite difficult.

During this time, Fico also worked on European integration. He pushed for Slovakia to join the Schengen Area. This happened on December 21, 2007. The Schengen Area allows people to move across internal borders without checks. Fico viewed this as a major strategic achievement.

His government also faced significant economic and political challenges. In 2008, the global financial crisis hit Slovakia hard. Because the economy relied on exports, demand for Slovak goods dropped. The country saw a sharp decline in its GDP in 2009. This happened because demand for cars and electronics fell. There were also internal scandals within his coalition. In 2007, a land contract scandal involving the Slovak Land Fund caused a crisis. The estimated damage to the state was half a billion Slovak crowns. This event almost caused his coalition government to collapse.

Fico has experienced many different political stages. He served as an opposition leader after the 2010 elections. In 2012, he won a massive victory with 44.41% of the vote. This gave him an absolute majority in Parliament. However, his third term ended early in 2018. He resigned following a political crisis after the murder of Ján Kuciak. He then served in the opposition from 2020 to 2023. During this time, his party underwent a significant split. He also shifted his platform toward a populist style of politics.

In the 2023 parliamentary election, Fico saw a major comeback. His party emerged as the largest group in Parliament. They won 22.95% of the vote and 42 seats. This victory allowed him to form his fourth Cabinet.
