She was widely recognized as "The Queen Of Exotic Dancers" during her long career. Her work spanned the 1950s, 1960s, and 1970s. This career lasted for more than 60 years. She remained an active performer even into the early 21st century. Storm was one of several top performers of her era. These included other well-known names like Lili St. Cyr, Sally Rand, and Blaze Starr.

Storm's journey to fame began with a series of transitions from her early life. She was born Annie Blanche Banks on February 29, 1928, in Eastman, Georgia. She left school during the seventh grade. In 2016, she shared that she had experienced sexual abuse around that time. At age 14, she worked as a waitress in Columbus, Georgia. She married a U.S. Marine at that age to gain independence from her parents. This marriage was annulled after only 24 hours. At 15, she married a shoe salesman in Columbus. She left that marriage after six months to pursue her dream of Hollywood.

Her professional career started in Los Angeles around 1945 when she was 17. She worked as a carhop at Simon's Drive-In and later as a cocktail waitress.

A patron suggested she try striptease as a profession. She auditioned with Lillian Hunt, a talent manager for the Follies Theater. Storm began as a chorus dancer earning $40 per week. She was soon promoted to a stripper earning $60 per week. In 1957, she legally changed her name to Tempest Storm. This was a rare move for performers in her field.

Storm became a regular performer at the El Rey burlesque theater in Oakland, California. She also performed in famous clubs located in Las Vegas. In 1953, she moved to Portland, Oregon, to work at the Star Theater. Her husband, John Becker, later purchased the Capital Theater. This led to a famous "burlesque war" involving performer Arabelle Andre. This rivalry was significant enough to be featured in Life magazine on November 30, 1953. In 1954, she also faced a legal suit regarding her stage title. She was prevented from using the name "$50,000 Hollywood Treasure Chest."

Throughout her career, Storm appeared in several burlesque movies. These films included French Peep Show (1950) and Paris After Midnight (1951). She also appeared in Striptease Girl (1952) and Buxom Beautease (1956).

One of her notable films was Teaserama, released in 1955. Her fame was also reflected in numerous men's magazines. These appearances helped solidify her status as a major star in the industry.

Storm's personal life included four marriages that impacted her career. Her third marriage was to John Becker, who supported her by buying a theater. Her fourth marriage was to Herb Jeffries, a popular jazz singer and actor. This marriage to Jeffries was significant because it broke midcentury racial taboos. According to the New York Times, this social shift cost her professional work. She once noted that husbands in her business often struggled with her career. They sometimes wanted her to dress more conservatively than her stage persona allowed.

Even after her official retirement in 1995, Storm remained a celebrated figure. She performed at the Cal State Northridge Student Union in 1996. In 1999, she performed at San Francisco's O'Farrell Theatre for its 30th anniversary. During this time, Mayor Willie Brown declared a "Tempest Storm Day" in her honor. She was also inducted into the Burlesque Hall of Fame. One of her G-strings is even kept as a museum display. Her life story was documented in the 1987 book, Tempest Storm: The Lady Is a Vamp. She died in Las Vegas on April 20, 2021, at the age of 93.
