The Taika Reform was a big change for Japan. It began in the year 645. This period helped unite the country under one central power. It also marked the end of the Asuka period. The new Hakuhō period began after these changes. These reforms were meant to make the imperial court much stronger.

This change happened after the Soga clan lost its power.

Many leaders worked together to make these new rules. Emperor Kōtoku led the way. He worked with Prince Naka no Ōe and Nakatomi no Kamatari. They wanted a new way to run the land. They looked to Tang China for many great ideas. They sent students and envoys to China to learn. These people studied writing, religion, and how to build cities. They even learned about new ways to eat.

Scholars like Takamuko no Kuromaro helped write the new laws.

The reforms changed how the government worked step by step. The leaders wanted the Emperor to have absolute authority. They replaced old clan titles with a new system. The government took control of all the land. Then, they redistributed that land to the people.

They also made people pay land taxes. People had to provide labor and military service too. The government even took private weapons to store them in armories.

New offices were created to manage the growing state. A grand council called the Dajōkan was formed. It included a chancellor and several important ministries. One special group was the Ministry of Deities. The country was divided into 66 provinces and 592 counties.

Each area had a governor chosen by the court. In the year 702, they wrote the Taihō Code. This was a major set of laws for the people. It helped build the ritsuryō system of government.

These changes linked Japan to the rest of Asia. The new capital at Nara used a grid system. This design was just like the city of Xi'an in China.

Even though the reforms were huge, some old ways stayed. Powerful clans still held some influence for a long time. It took many centuries for the new system to fully take root. However, the impact of these reforms is still seen today. Japanese culture still carries many of these old ideas.
