He worked for the state of Han. He served as a top official for about fifteen years. He died while he was still in office around 337 BC.

Shen Buhai had new ways to run a government. He focused on a special method called Shu. Shu is a way to manage workers and officials. He wanted leaders to use these methods to keep things fair. He did not want to use harsh punishments. He believed that good management could stop the need for punishment. Instead, he used supervision to check on people's work. He wanted leaders to hold people accountable for what they did.

His ideas were very important to history. They helped shape how governments work. Some people think his ideas helped start the civil service exams. These are tests used to pick government workers. His work was so strong that it influenced many later thinkers. Even though some of his books were lost, his ideas lived on.
