In this city, the kings held all the power. They owned all the land and everything on it. The people had to give the kings many gifts. These gifts were often fish and fruit. Sometimes the kings asked for too much. This made the people very unhappy. The rules became hard and unfair. Some kings were kind, but others were very mean. Eventually, a new leader named Isokelekel arrived.

He came from a place called Kosrae. He led a group of people to the island. Isokelekel helped the local people. He ended the old way of ruling. He took over the seat of power at Nan Madol. This changed how Pohnpei was run for a long time.
