A ruling family called the Saudeleur lived there. They ruled Pohnpei for a long time. They used the city to stay in control. They made rivals live in the city. This helped the leaders watch them. The city was a place for priests and leaders. Most people who lived there were commoners. The city had no fresh water or food. People had to bring food by boat. Around 1628, a leader named Isokelekel took over. Later, people left the city. They may have left to find food and water.
