Robert Strange McNamara was a prominent American businessman and government official. He served as the eighth United States secretary of defense from 1961 to 1968. This tenure lasted over seven years, making him the longest-serving person in that role. He worked under two different presidents, John F. Kennedy and Lyndon B. Johnson. McNamara is well known for his role in the Vietnam War. He also introduced systems analysis to public policy. This method is now known as policy analysis.

McNamara's early life shaped his interest in public service. He was born in San Francisco, California, on June 9, 1916. His father was a sales manager for a wholesale shoe company. McNamara attended Piedmont High School and earned the rank of Eagle Scout. He believed scouting helped establish his core values. He later graduated from the University of California, Berkeley, in 1937. He studied economics with minors in mathematics and philosophy. He also earned a Master of Business Administration from Harvard Business School in 1939.

During World War II, McNamara served in the United States Army Air Forces. He joined as a captain in early 1943. He worked in the Office of Statistical Control. His primary task was analyzing the efficiency of U.S. bombers. He worked under the command of Curtis LeMay in Europe and Asia. McNamara discovered that a 20% abort rate in missions was caused by fear. He also studied the jet stream to improve flight operations. He eventually left active duty in 1946 as a lieutenant colonel.

After the war, McNamara joined the Ford Motor Company. Henry Ford II hired him and nine other veterans. This group was known as the "Whiz Kids." They used modern planning and management control systems to reform the company. McNamara used computers to create models for production efficiency. He practiced a style called "scientific management." He used spreadsheets and graphs to show industry trends. He was a key figure behind the Ford Falcon, a small and inexpensive sedan. He also promoted safety features like seat belts and padded visors. In 1960, he became the first president of Ford from outside the Ford family.

In 1961, President Kennedy appointed McNamara as secretary of defense. This was a major change from his $3 million salary at Ford. At the time, the defense secretary position paid only $25,000 per year. McNamara became a close adviser to Kennedy. He helped manage the Cuban Missile Crisis by advocating for a blockade. He also helped develop the "flexible response" strategy. This strategy allowed for military actions that were not massive retaliation. During this era, the U.S. faced many Cold War tensions. These included the Berlin Crisis and the Congo Crisis.

McNamara played a central role in the escalation of the Vietnam War. Following the 1964 Gulf of Tonkin incident, U.S. troop levels rose dramatically. McNamara used a quantitative approach to manage the conflict. He relied on computers and data to measure progress. However, this method had significant limitations. It could not measure human dimensions like popular attitudes. He missed how the South Vietnamese government functioned. By 1965, McNamara began to express doubt about the war's success. He told President Johnson that there was no easy way to end the conflict.

In 1968, McNamara resigned from the government. He became the president of the World Bank, a role he held until 1981. He shifted the organization's focus significantly. Instead of just building infrastructure, he prioritized poverty reduction. This change helped shape how the bank operated for years. In his later years, he served as a trustee for several organizations. These included the California Institute of Technology and the Brookings Institution. In his memoirs, he expressed regret regarding certain decisions made during the Vietnam War.
