Robert Guérin was a central figure in the early history of international football. He was a French journalist who helped create FIFA. FIFA is the Fédération Internationale de Football Association. This organization is the main governing body for world football. Guérin was born Clément Auguste Maurice Robert on April 28, 1876. He lived until March 19, 1952. His work helped turn a popular sport into a global institution.

Guérin worked for a newspaper called Le Matin. This job allowed him to be a journalist. He was also very active in the world of sports. He served as the secretary of the Football Department for the Union of French Athletic Sports Societies. This position gave him a platform to organize athletic activities. It also allowed him to connect with various sports leaders. He used these connections to help organize international football.

The creation of FIFA involved a specific legal process. Guérin brought representatives from seven different countries to Paris. These leaders met to establish a formal international group. They signed a foundation act to officially start the organization. They also signed an agreement for the first FIFA statutes. These statutes acted as the initial set of rules for the group. This meeting in Paris was the starting point for global football governance.

Guérin's leadership began during a very important meeting. This meeting was called the inaugural FIFA Congress. It took place on May 23, 1904. Guérin was only 28 years old at the time. The members of the Congress elected him as the first president of FIFA. He held this prestigious position for two years. His presidency helped the new organization find its footing.

During his two years as president, the organization grew quickly. FIFA started with only seven member countries. While Guérin was in charge, eight more associations joined the group. This included the Football Association, which is a very important group. The membership grew from seven to fifteen associations during his term. This rapid growth showed the high interest in international football.

Guérin's life connected the worlds of media and sports. As a journalist, he understood how to communicate information. As a sports secretary, he understood how to manage athletic departments. He combined these skills to build a lasting international structure. His work in Paris set a precedent for how sports are managed today. He helped move football from local games to a structured global system.
