He returned in the 1870s with new soldiers. In 1878, he started the Sultanate of Hobyo. 
Puntland was officially formed in 1998. This happened after the Somali Civil War began in 1991. Leaders met in Garoowe for three months to talk. They included elders, business people, and thinkers. They wanted to provide security and help trade. Abdullahi Yusuf Ahmed became the first president. 
Different presidents have worked to build the state. President Mohamud Muse helped plan the Bender Qassim International Airport. 

Puntland has also moved toward a new way of voting. In 2009, the government passed a new constitution. This was a big step for democracy. In 2012, the government opened registration for political parties.

The government of Puntland uses a parliamentary system. The President and Vice President are elected by the unicameral Parliament. The legal structure includes the judiciary, the legislative branch, and the executive branch. The executive branch consists of the President and the Council of Ministries. The House of Representatives serves as the legislative body. In 2001, the region saw political unrest. President Abdullahi Yusuf Ahmed fought Jama Ali Jama for control. Ahmed emerged victorious and served until 2004. He then became the President of Somalia. He was succeeded by Mohamed Hashi, who served until January 2005. After him, General Mohamud Muse Hersi, also known as "Adde," was elected. 
President Mohamud Muse focused on economic development. In 2005, he began planning the Bender Qassim International Airport. 
Abdirahman Farole was elected president in January 2009. His administration implemented many reforms in the security and judicial sectors. He hired and trained new prosecutors, judges, and prison guards. 
Puntland has also moved toward a more democratic political system. In 2009, the government passed a new regional constitution. This was a major step toward a multi-party system. In 2012, the Puntland Electoral Commission opened registration for political parties.
