For a long time, it was part of the Novgorod Republic. A leader from Novgorod helped run the city. But the people of Pskov wanted to rule themselves. In 1348, they signed the Treaty of Bolotovo. This treaty gave Pskov its independence.

This meant Pskov could pick its own judges. They only had to help Novgorod if they were attacked.

Over time, things began to change. Pskov dealt with many powerful neighbors. They worked with the Grand Duchy of Lithuania. They also faced the Teutonic Knights. Later, the leaders in Moscow grew much stronger. In 1449, a treaty said Moscow had power over Pskov. Pskov still had its own laws for a while. But Moscow slowly took more control. In 1510, a leader named Vasily III took full power. He took the veche bell away. The veche bell was a special bell used for meetings. After that, Moscow ruled the city directly.
