Its capital was the city of Pskov. Its territory covered an area roughly equal to the modern Pskov Oblast. For a long time, Pskov was part of the Novgorod Republic. Novgorod supervised Pskov through a chief executive called a posadnik. However, Pskov held a unique status. It was a borough that had the right to manage its own smaller boroughs. Izborsk was the most ancient of these subordinate areas.

Pskov’s journey toward independence involved many complex political shifts. Between 1228 and 1242, the city experienced its first period of self-declared independence. This ended when the Livonian Order annexed the city. After Aleksandr Nevsky liberated the city, Pskov pledged fealty to both the grand prince and Novgorod. The long reign of Daumantas helped the city gain significant autonomy. He won the Battle of Rakvere in 1268. This victory brought a period of peace with the Livonian Order.

Relationships with powerful neighbors like Lithuania and Moscow shaped Pskov's future. In 1327, Pskov granted sanctuary to Prince Aleksandr of Tver. This decision led to the head of the Russian Orthodox Church excommunicating the people of Pskov. After a treaty was signed, the ban was lifted, and Aleksandr returned in 1331. Later, in 1348, Magnus IV of Sweden captured the Orekhov fortress. Pskov used this moment to negotiate for formal independence. The resulting Treaty of Bolotovo meant Novgorod no longer held judicial or administrative power in Pskov.

Historians debate exactly when Pskov became truly independent. While 1348 is the traditional date, some scholars suggest earlier dates. Valentin Yanin argued the treaty might have been concluded as early as 1329. He even suggested Pskov was independent as early as 1137. Other scholars note that Pskov's original seals only appeared in the 14th century. These seals followed the design of Novgorod's seals. Regardless of the exact year, the 14th century was a time of great change.

The 14th and 15th centuries brought both tragedy and shifting power. In 1352, the Black Death reached Pskov. Chronicles state that hundreds of people died every single day. This plague also weakened the influence of Moscow for a time. Throughout the late 1300s, Pskov often invited Lithuanian princes to rule. However, Moscow began to gain a dominant position. By 1449, Grand Prince Vasily II signed treaties with Casimir IV Jagiellon. These treaties recognized Pskov and Novgorod as dependencies of Moscow.

During the mid-15th century, Pskov functioned much like the free cities of the Holy Roman Empire. It did not pay regular taxes to its suzerain. It also remained independent in many judicial matters. The Pskovites could even conclude treaties with other countries without needing permission. For example, in 1417, Pskov ambassadors negotiated a peace treaty with the Livonian Order. However, this independence began to fade under Grand Prince Ivan III. In 1462, he appointed a governor without asking the city first.

The final loss of autonomy occurred under Grand Prince Vasily III. He wanted to rule the region through direct control. In 1510, he took the veche bell from the city. The veche bell was a vital tool used to call citizens to meetings. Vasily III also arrested many city officials during a large reception. He deported approximately 300 families and replaced them with loyalists. This removed the main sources of opposition to his rule. Although the republic ended, Pskov remained a prosperous and important center. Its economic and cultural traditions even helped shape Moscow.
