Before his election to the papacy, della Chiesa built a career in the Vatican's diplomatic service. He studied at the Pontifical Ecclesiastical Academy in Rome. There, students defended research papers before high-ranking members of the Roman Curia. In 1882, he began working in the diplomatic service under Cardinal Mariano Rampolla.

Shortly after, he became the Archbishop of Bologna. This diocese was a massive responsibility. It included 700,000 people, 750 priests, and many religious institutes.

As Archbishop, della Chiesa was known for his active and practical leadership. He traveled to every parish in his diocese. He often used horses to reach small churches in the mountains.

He believed that preaching was a primary duty for a bishop. He also focused on financial responsibility. He taught that the Church should save money to give more to the poor. Benedict XV attempted to act as a mediator to bring peace to Europe. In 1916 and 1917, he launched diplomatic initiatives to end the war. However, these efforts were rejected by the warring sides. German Protestants found his peace proposals insulting. The French politician Georges Clemenceau viewed the Vatican's actions as anti-French. Since diplomacy failed to stop the war, he turned his attention to humanitarian work. He focused on helping prisoners of war and exchanging wounded soldiers. He also coordinated food deliveries to populations suffering from hunger in Europe.

Beyond war relief, the Pope worked to strengthen the internal structure of the Church. In 1917, he promulgated the Code of Canon Law.

This was a major collection of laws for the Church. He prepared this code with the help of Eugenio Pacelli and Pietro Gasparri. He also worked to revitalize Catholic missions worldwide. Because of this focus, he is often called the "Pope of Missions."

He also dealt with the famine and persecution occurring in Soviet Russia following the revolution.

In his final years, Benedict XV worked to improve international relations. He helped restore relations with France in 1921. He also improved ties with Italy by allowing Catholic politicians to participate in national politics.
