Aristotle did not just guess about rules. He studied many real places. He collected 158 sets of rules from different city-states. He looked for what made them strong or weak. This was a new way to study the world.

He thought about who should lead a city. He said a good leader rules for everyone. A bad leader rules only for themselves. He saw many types of rule. Some had one leader. Some had a small group. Some had many people.
