Pointe-Noire is the second largest city in the Republic of the Congo. It sits behind the capital, Brazzaville, in terms of size. As of 2023, the city has 1,420,612 inhabitants. It functions as both an autonomous department and a commune.

The city is located on a headland. It sits between Pointe-Noire Bay and the Atlantic Ocean. This location makes it the primary economic center for the country. It is situated near the border with Angola.

The city is organized into several distinct administrative parts. It is a commune divided into six urban boroughs, known as arrondissements. These include Lumumba, Mvoumvou, Tié-Tié, Loandjili, Mongo-Mpoukou, and Ngoyo. Lumumba is the oldest area and serves as the commercial and administrative center. Additionally, the department of Pointe-Noire includes the district of Tchiamba-Nzassi. This district was formerly part of the Kouilou department. Since 2011, these areas have been managed together as one department.

The history of the region began long before European explorers arrived. The area was originally home to a fishing village called Ndji-Ndji. This village was part of the Kingdom of Loango. The kingdom's capital, Buali, was located about 20 kilometers to the north. In 1484, Portuguese navigators visited the coast. They noticed an outcropping of black rocks on the headland. Because of these rocks, they named the place Pointe-Noire, which means "Black Point."

Modern development began through French involvement in the late 19th century. France acquired the land of the Loango kingdom in 1883. This happened through a treaty between Lieutenant Cordier and King Manimacosso-Chicusso. The city of Pointe-Noire was officially founded that same year. In 1923, authorities chose the site for the terminus of the Congo-Ocean Railway. They needed a location that could support a deep-sea port. This railway was finished in 1934 to connect the coast with Brazzaville.

This connection was vital because rapids made the Congo River difficult to navigate.

The city's population and economy have changed significantly over time. In 1927, the city had only about 3,000 inhabitants. By 1950, the population grew to 20,000 people. A major shift occurred around 1980 with the discovery of oil. This discovery attracted the French company Elf Aquitaine. The oil industry became the essential center for the Republic of the Congo. Consequently, the population doubled by 1982. By 1994, the population reached 360,000. Later, civil wars in 1997 and 1999 caused refugees to move to the city. This brought the population to over 1 million people.

Transport and industry are vital to the city's daily life. The Port of Pointe-Noire is a major hub for maritime trade.

One major export is timber. The city also relies on a large fishing industry. However, local waters are reportedly facing overfishing due to oil development. For air travel, the Agostinho-Neto International Airport serves the region. It is the second busiest airport in the country. It provides direct flights to cities like Paris, Istanbul, and Luanda.
