The structural integrity of the towers relies on a tube-in-tube design. This system was originally invented by the Bangladeshi-American architect Fazlur Rahman Khan. The towers use a combination of concrete cores and an outer ring of widely spaced super columns. This sophisticated system allows for a slender profile and provides column-free office space. Because importing steel was very expensive, the builders used high-strength reinforced concrete instead. This material is twice as effective as steel at reducing building sway. However, this choice made the towers twice as heavy on their foundations compared to steel buildings.

Construction of the towers was a massive engineering undertaking that required careful planning. Planning began on January 1, 1992, with rigorous wind and structural load simulations. Excavation started on March 1, 1993, at the former site of the Selangor Turf Club. Every night, workers moved 500 truckloads of earth to dig below the surface. The site presented unique geological challenges during this phase. Test boreholes revealed that one half of the site was decayed limestone. The other half consisted of soft rock. To ensure stability, the entire site was moved so the buildings sit entirely on soft rock.

Because of the depth of the bedrock, the towers utilize the world's deepest foundations. Engineers bored 104 concrete piles into the ground to support the weight. Each tower sits on a massive concrete raft foundation. The pouring of each raft was a continuous process that lasted 54 hours. This feat held the world record for the largest concrete pour until 2007. Two separate construction consortia were hired to meet a strict six-year government deadline. A Japanese consortium led by the Hazama Corporation built Tower 1. A South Korean consortium led by the Samsung C&T Corporation built Tower 2.

Building these towers also required strict quality control to avoid dangerous mistakes. During construction, a batch of concrete failed a routine strength test. This caused work to stop completely, costing US$700,000 per day. Workers discovered that only one completed floor had used the bad batch. That specific floor was demolished to ensure safety. To prevent this from happening again, three separate concrete plants were set up on-site. This ensured that if one plant failed a test, the other two could continue supplying material. Tower 2 eventually became the first to reach the height of the world's tallest building during the process.

A unique feature of the towers is the double-decker skybridge. This bridge connects the two towers at the 41st and 42nd floors. It holds the record for being the highest two-story bridge in the world. The skybridge serves several important functions for the building. It facilitates movement between the towers during high winds. It also acts as a safety device for evacuations during emergencies. Visitors can purchase tickets to visit the skybridge or continue up to level 86. The 42nd floor is reserved exclusively for the tenants of the building.

The base of the towers is a bustling center of activity. Below the skyscrapers lies the Suria KLCC, an upscale shopping mall. This mall features approximately 300 stores and sells luxury goods. It also includes an art gallery, an underwater aquarium, and a science center. Nearby, the Petronas Philharmonic Hall serves as the home for the Malaysian Philharmonic Orchestra.
