Operation Uphold Democracy was a major mission to help Haiti. It aimed to bring back the country's elected leaders. In 1991, a military leader named Raoul Cédras took power. He overthrew the first freely elected president, Jean-Bertrand Aristide. This event is called a coup. Because the military was in charge, many people left Haiti by boat. They hoped to find safety in other places.

Many countries worked together to fix the situation. The Organization of American States used economic sanctions to pressure the military. These sanctions are rules that stop trade with a country. In 1993, leaders signed the Governors Island Accord. This plan said President Aristide should return to power by October 30, 1993. However, General Cédras did not follow the plan. He even blocked a ship called the USS Harlan County from landing. This led the United Nations to authorize the use of force.

The United Nations Security Council passed Resolution 940 on July 31, 1994. This was the first time the UN allowed force to restore democracy. The United States prepared a huge group of troops for the mission. They assigned 25,000 troops and two aircraft carriers to the task. The mission was led by Lieutenant General Hugh Shelton. It was a multinational effort with soldiers from 15 different countries.

Before any fighting started, leaders tried to talk. A group included former President Jimmy Carter and General Colin Powell. They met with General Cédras to ask him to step down. They even showed him a video of troops getting ready to land. They told him the military would take control if he did not agree. Cédras decided to give up his power to avoid a fight. This turned a planned invasion into a peaceful transition.

Peaceful changes began to happen in Haiti after that. The first U.S. troops landed at an airfield on September 19, 1994. President Aristide finally returned to his country on October 15, 1994.

The multinational force stayed to help for a while. They eventually handed control to the United Nations Mission in Haiti. This happened on March 31, 1995. The mission helped the country move back toward its own elected government.
