The state is divided into 570 municipalities. Almost three quarters of these, or 418 municipalities, use systems of local self-governance based on customs and traditions. The capital city of the state is Oaxaca de Juárez.

The name "Oaxaca" has deep linguistic roots. It comes from the Nahuatl word "Huaxyacac." This term refers to a specific tree known as the huaxyacac. In Spanish, this tree is called Leucaena leucocephala. The Nahuatl-speaking Aztecs originally applied this name to the Valley of Oaxaca. The name was later passed to the Spanish during their conquest. The spelling changed over time through Medieval Spanish orthography. Originally, the "x" represented a voiceless postalveolar fricative, which sounds like the "sh" in "shop."

Later, the sound evolved into a voiceless velar fricative, similar to the "ch" in the Scottish word "loch." Today, the pronunciation varies by region and dialect.

Oaxaca has a very long history of human habitation. Evidence of people living in the region dates back to 11,000 BCE. This was found in the Guilá Naquitz cave near Mitla.

This site is a UNESCO World Heritage site. It contains the earliest known evidence of domesticated plants on the continent. Scientists also found corn cob fragments there. These are the earliest documented examples of maize domestication. By 2000 BCE, agriculture was well established in the Central Valleys. People lived in sedentary villages and grew corn, beans, squash, and gourds. Their diet also included tomatoes, chili peppers, and chocolate.

They hunted animals such as deer, turkey, and armadillo.

Many distinct Indigenous cultures have shaped the region. There are 16 officially recognized Indigenous groups. The Zapotecs and Mixtecs are the most numerous and well-known. The rugged and isolating terrain of the state helped these cultures survive.

The Zapotecs were the first to dominate the Central Valleys. They built the major city of Monte Albán.

This city flourished from 500 BCE to AD 750. At its highest point, Monte Albán was the capital of the Zapotec nation. It was home to approximately 25,000 people. The city features notable stone reliefs called Danzantes. Later, the Mixtecs overran Monte Albán in 1325. Between 750 and 1521, smaller dominions grew where larger urban centers had fallen.

The Aztec Empire also attempted to control the region. The first Aztecs arrived in Oaxaca around 1250. By the 15th century, they began true expansion. In 1457, Moctezuma I invaded Mixtec lands. This allowed the Aztecs to demand tribute and control trade routes. They even established a military base at Huaxyacac. This base was located on a hill called El Fortín. The Aztecs built a fort there in 1486 to enforce tribute collection. However, Aztec rule in the area lasted only about 30 years before the Spanish arrived.

Spanish colonization brought massive changes and great hardship. After the fall of Tenochtitlan, Spanish captains arrived in Oaxaca. They were looking for gold and routes to Asian spice markets. Many local groups, like the Zapotecs and Mixtecs, negotiated with the Spanish. They chose to keep their social hierarchies by accepting Spanish authority. However, the Mixe people offered strong resistance.

They fought Spanish intrusions throughout the 16th century. Colonization also brought European diseases. These diseases caused a massive decline in the native population. It is estimated the population fell from 1.5 million in 1520 to 150,000 by 1650. This loss led the Spanish to import African slaves to regions like the Costa Chica.

Today, Oaxaca is recognized for its immense biological and cultural importance. It is one of Mexico's most biologically diverse states. It ranks in the top three alongside Chiapas and Veracruz. This diversity includes high numbers of reptiles, amphibians, mammals, and plants.
