Archaeological evidence shows that East Polynesian seafarers settled the island first. This likely happened during the 13th or 14th century. These travelers may have come from the Kermadec Islands or the North Island of New Zealand. Some artifacts suggest people from New Caledonia might have reached the island too. However, human occupation ended many centuries before Europeans arrived. The island's isolation and poor horticultural environment made long-term settlement difficult.

Captain James Cook was the first European to sight the island in 1774. He named it after Mary Howard, the Duchess of Norfolk. In 1786, the British government chose the island as an auxiliary settlement for the Colony of New South Wales. This decision followed the outbreak of the American Revolutionary War in 1775. At that time, the Royal Navy relied heavily on imported hemp and flax from Russia. The British needed new sources for cordage and sailcloth. Lieutenant Philip Gidley King arrived with the first party of convicts and free men on 6 March 1788.

The island served as a penal settlement for many years. The first settlement lasted from 1788 until 1814. The island was then abandoned for an eleven-year hiatus. From 1814 until 1825, no one lived on the island. A second penal settlement began in 1824. The government used the island to hold "the worst description of convicts." Many believed these were hardcore criminals or people spared from death sentences. However, a 2011 study of 6,458 convicts showed a different reality. Most had committed non-violent property offenses. The average length of detention was only three years.

A major shift occurred on 8 June 1856. Permanent civilian residence began when descendants of the HMS Bounty mutineers moved from Pitcairn Island. This group included descendants of Fletcher Christian. They arrived in a group of 194 people. These settlers used the remaining buildings from the penal era. They established farming and whaling industries. The island also became a stop for whaling vessels. These ships came for wood, water, and provisions.

The administration of the island changed several times during the 20th century. In 1914, the territory was formally transferred from the United Kingdom to Australia. During World War II, the island became a vital airbase. Australian, New Zealand, and United States servicemen built an airstrip in 1942. The island served as a refueling depot between Australia, New Zealand, and the Solomon Islands. A New Zealand Army unit called N Force stayed there until 1944. In 1979, Australia granted the island limited self-government.

One of the most important features of the island is the Norfolk Island pine. This evergreen tree is native to the island and is a major export. It is a popular ornamental tree worldwide. The pine is also a symbol of the island and appears on its flag. Today, the island remains a unique place where history and nature meet. Visitors can see the remains of the old gaol and military buildings.
