Nobusuke Kishi was a powerful Japanese politician and bureaucrat. He served as the Prime Minister of Japan from 1957 to 1960.

Kishi is a complex figure in history. He is remembered for his economic work in Manchukuo during the 1930s. He also faced imprisonment after World War II as a suspected war criminal. Later, his actions as Prime Minister led to the massive Anpo protests. Because of his controversial life, he earned the nickname "Monster of the Shōwa era." This name was created by the author Takao Iwami in 1977.

Kishi also founded a massive political dynasty. His brother Eisaku Satō and his grandson Shinzo Abe both became Prime Ministers.

Kishi was born Nobusuke Satō in Tabuse, Yamaguchi Prefecture. His family had been part of the samurai class long ago. He was eventually adopted by his uncle, Nobumasa Kishi, to continue the family line. Kishi was a very bright student. He attended Tokyo Imperial University and graduated at the top of his class in 1920. While studying law, he became a protégé of Shinkichi Uesugi. Uesugi was a right-wing scholar who taught German law. Because of this, Kishi favored a style of government called statism. This means the state plays a very large role in directing the economy.

After university, Kishi joined the Ministry of Commerce and Industry. This was an unusual choice for such a talented student. Most people wanted to work in the Home Ministry instead. Kishi was not interested in simple administration. He wanted to be involved in economic development. Between 1926 and 1927, he traveled the world to study industry. He visited the United States, Germany, and the Soviet Union. He studied the Soviet Five-Year Plan and German industrial policies. He also studied labor management theories in the United States. These experiences shaped his belief in a state-guided economy.

In the 1930s, Kishi moved to Manchukuo to lead industrial growth. Manchukuo was a puppet state in China controlled by the Japanese military.

Kishi was appointed Vice Minister of Industrial Development in 1935. He was given complete control over the economy. He helped draft the first Five-Year Plan for the region. This plan focused on heavy industries like steel, coal, and electricity. Kishi wanted to build a "national defense state" for Japan. To do this, he convinced the military to allow private companies to invest. This helped create the Manchurian Industrial Development Company in 1937. This project was massive, attracting 5.2 billion yen in private investment.

Kishi's economic system relied on very harsh methods. To ensure high profits, he pushed for extremely low wages. He wanted to reduce labor costs as much as possible. This led to the use of forced labor. In 1937, Kishi signed a decree to use slave labor in Manchukuo and northern China. Between 1938 and 1944, about 1.5 million Chinese people were taken each year to work as slaves. The conditions were often deadly. For example, the Fushun coal mine had about 40,000 workers at a time. Roughly 25,000 of these men had to be replaced every year because they died. They died due to poor living standards and dangerous working conditions.

After World War II ended in 1945, Kishi was imprisoned. Authorities suspected him of being a Class A war criminal. However, U.S. occupation authorities never charged or convicted him. He was released in 1948 during a period called the Reverse Course. By 1952, he was allowed to return to politics. In 1955, Kishi helped form the Liberal Democratic Party (LDP).

This party became the dominant force in Japanese politics. This period is often called the "1955 System." Kishi served as the first secretary-general of the LDP. He later became Prime Minister in 1957.

Kishi's time as Prime Minister ended in controversy. In 1960, he worked to revise the U.S.–Japan Security Treaty. This move caused the Anpo protests. These were the largest protests in Japan's modern history.

Because of the intense opposition, Kishi resigned in disgrace. He remained a member of the House of Representatives until 1979. He stayed a very strong conservative and anti-communist leader. His life shows how economic planning and political power can change a nation forever. His methods in Manchukuo even served as a model for later development in South Korea and China.
