Neocolonialism describes a specific type of power and control. It occurs when a powerful state exerts influence over a nominally independent state. This often involves a former colonial power controlling its former colonies. Unlike traditional colonialism, neocolonialism does not rely on direct military rule. Instead, it uses indirect methods to maintain authority. These methods include economic, cultural, and political pressure. This creates a relationship of dependence or financial obligation. The subject nation may be sovereign on paper, but its choices are limited by outside forces.

The mechanisms of neocolonialism are complex and varied. One primary method is economic imperialism. This involves using global trade and financial systems to influence domestic policies. International financial institutions, such as the World Bank and the International Monetary Fund (IMF), play a role here. These organizations may provide loans that come with strict requirements called loan conditionalities. These conditions can force a developing nation to change its economic laws or spending. Another mechanism is the influence of multinational corporations. These large companies often operate in developing nations to access cheap labor and raw materials. This can lead to a cycle where the local economy remains focused on exporting primary commodities like copper or coffee.

Scholars use different frameworks to explain these power dynamics. One important framework is dependency theory. This theory describes the global economy as having a center and a periphery. Wealthy countries sit at the center, while poorer countries sit at the periphery. According to this theory, the global system is set up to extract resources from the periphery to benefit the center. This process can lead to the underdevelopment of the peripheral nations. Another concept is the idea of the global value chain. In these chains, high-value production happens in developed countries. Meanwhile, resource extraction and low-wage labor stay in developing economies. This structure keeps the wealth concentrated in the center.

The history of the term is tied to the era of decolonization. The French philosopher Jean-Paul Sartre first used the term in 1956. However, Kwame Nkrumah, the president of Ghana from 1960 to 1966, is credited with bringing it to prominence. Nkrumah used the term to describe the challenges facing African nations. In his 1965 book, *Neo-Colonialism, The Last Stage of Imperialism*, he argued that political freedom is meaningless without economic independence. He believed neocolonialism was an insidious and complex form of control. Another figure, Mehdi Ben Barka, used the term *al-isti'mar al-jadid* in Morocco. He used this to describe political trends in Africa during the early 1960s.

Specific historical examples illustrate how these dynamics function in practice. One notable example is Françafrique. This term describes the close and often imbalanced relationship between France and its former African colonies. For many decades, France maintained military garrisons and monopolies through multinational corporations in these regions. Some African leaders were accused of acting as agents for French business interests rather than their own people. Another example involves the fishing industry in West Africa. In 1979, the European Union began negotiating fishing contracts in nations like Senegal and Mauritania. Foreign fleets engaged in large-scale commercial over-fishing. This led to significant unemployment and forced many people to migrate.

During the Cold War, neocolonialism became a tool for political accusations. The United States and the U.S.S.R. both accused each other of practicing neocolonialism. They used this term to criticize the ways their rivals pursued geopolitical interests. In Africa, Asia, and Latin America, the struggle often involved proxy wars. These were conflicts fought by client states in decolonized countries. Groups like the Tricontinental Conference supported revolutionary anti-colonialism. They sought to help the "Third World" achieve true self-determination. This period showed how global ideological conflicts could impact the sovereignty of smaller nations.

Neocolonialism connects to many broader global systems and debates. It is closely linked to discussions about globalization and development aid. Critics argue that neocolonialism differs from standard globalization because it creates subservience. There are also debates regarding international debt. For instance, some economists have suggested that large debts in Africa should be dismissed to allow for better growth. Furthermore, some scholars link neocolonialism to the modern conservation movement. They suggest that international conservation organizations can sometimes create neocolonial relationships with underdeveloped nations. Understanding these connections helps explain the structural inequalities in the modern global political economy.
