Hegemony describes the political, economic, and military dominance of one state over others. This dominance can be regional or global in scale. A state that holds this power is called a hegemon. Hegemony is distinct from an empire in international relations theory. An empire typically rules both the external and internal affairs of its territories. In contrast, a hegemon often focuses on controlling the external behavior of other states.

There are different ways a hegemon can exercise its influence. Some are called benevolent hegemonies because they provide public goods to other countries. These goods might include stability or shared economic benefits. Other hegemonies are coercive, using military or economic pressure to discipline states. Finally, exploitative hegemonies exist to extract resources from subordinate countries.

In the early 20th century, Antonio Gramsci introduced a new way to view power. He was an Italian Marxist philosopher who developed the theory of cultural hegemony. He argued that a ruling class maintains power through more than just force. Instead, they use consent by spreading their own worldview, or Weltanschauung. This makes the existing social and political status quo seem natural and inevitable.

By shaping social norms, the ruling class ensures that their interests seem beneficial to all classes.

History shows many examples of shifting hegemonic power. In Ancient Greece, hegemony referred to the dominance of one city-state over others. For example, Thebes held hegemony from 371 to 362 BC.

In the 19th century, the term described the predominance of Great Powers. This era saw the rise of European colonialism in Africa, Asia, and Latin America. During this time, hegemonism often led to imperialism, which is direct foreign rule.

In the field of international relations, scholars study how hegemonies shape the global system. Britain was a major hegemon during the 19th century. The United States became a dominant hegemon in the 20th century. Some experts use the term unipolarity to describe a system with one superpower. However, Nuno Monteiro argues that hegemony is a hierarchical system of control. This is different from unipolarity, which is just a preponderance of power in an anarchic system.

Some researchers support the hegemonic stability theory. Developed in the 1970s by Robert Gilpin and Stephen D. Krasner, it suggests a hegemon is necessary for order. This theory claims a single power helps maintain a stable international political and economic system. However, critics like Robert Keohane argue the theory lacks predictive power. There is also much debate about the decline of American hegemony. Some analysts focus on the rise of China as a challenge to U.S. primacy.

Cultural hegemony also plays a role in media and communications studies. This involves the imposition of a leader state's way of life on others. This process is sometimes called cultural imperialism. A hegemon might use its own language, or a lingua franca, to spread influence. This can transform direct military domination into an abstract form of indirect rule. By establishing shared bureaucracies and educational systems, the hegemon shapes the societal character of subordinate states.
