He specialized in the Dzogchen tradition, a profound system of Buddhist teachings. He was also a professor of Tibetan and Mongolian language and literature. His expertise spanned many fields of Tibetan culture. These included history, literature, and traditional religions like Tibetan Buddhism and Bön. He also studied and taught Traditional Tibetan medicine. Through his many books and articles, he shared this deep knowledge with the world.

His life was marked by significant spiritual recognitions from an early age. In Tibetan Buddhism, a tulku is a recognized mindstream emanation, or a reborn master. When Norbu was two years old, he was recognized as the tulku of the teacher Adzom Drugpa. At age five, he received further recognition from the sixteenth Gyalwa Karmapa and the Situ Rinpoche. They identified him as a mindstream emanation of a teacher linked to Shabdrung Ngawang Namgyel. This leader was the 17th-century founder of Bhutan. Because of these honors, Norbu held the title 'Chögyal,' which means 'Dharma King.'

Norbu received an extensive and diverse education in Tibet. He studied at the Derge Gonchen monastery and a Sakya college. There, he studied Buddhist philosophy under Khyenrab Chökyi Odzer. He received transmissions from many masters, including his own uncles. In 1951, he learned from the female yogi Ayu Khandro Dorje Paldrön. In 1955, at age sixteen, he met his root teacher, Rigdzin Changchub Dorje. Under this teacher, Norbu gained experiential knowledge of the three series of Dzogchen: Semde, Longde, and Menngagde. This training was essential for his future role as a master.

His journey eventually led him far from his home in Ge'u. After the 1959 Tibetan Rebellion, he lived as a refugee in Gangtok, Sikkim. During this time, he worked as a writer and editor for the Chogyal government. He also met the Italian Tibetologist Giuseppe Tucci. This meeting changed his life path. In 1960, Tucci invited him to Italy.

Norbu first worked at the Institute for the Middle and Far East in Rome. From 1964 to 1992, he served as a professor at Naples Eastern University.

Norbu worked tirelessly to bring Tibetan traditions to the West. In 1971, he introduced Yantra Yoga, an ancient form of physical yoga. This system uses postures, breathing, and visualization to harmonize energy. He also began teaching Dzogchen to Western students in 1976. To support his students, he founded the Dzogchen Community. This group grew to include thousands of members in over forty countries.

Beyond spiritual teaching, Norbu was a major organizer of cultural preservation. In 1983, he hosted the first International Convention on Tibetan Medicine in Venice. He also organized three International Conferences on Tibetan Language. In 1990, he founded the International Shang-Shung Institute for Tibetan Studies. This institute holds a large collection of Tibetan books and manuscripts. He also established the Shang Shung Medical Institute, which offers a four-year course in traditional medicine. Through his NGO, A.S.I.A., he supported over 200 projects. This included building twenty schools for 3,000 Tibetan children in Asia.

His legacy is visible in many different fields today. He wrote more than eighty works on subjects like history and poetry. His teachings on traditional dances were recognized by UNESCO's International Dance Council.
