He also built large grain stores to hold food. He made sure that aqueducts were kept in good shape. These aqueducts moved water to the people. He even traveled often to check on his laws. He wanted to see if people were following them.

Mustafa III also liked art and new ideas. He was a poet who used the name Cihangir. He admired a leader named Frederick the Great. Because of this, he made a peace treaty with Prussia in 1761. He wanted to modernize his own state and army. He even chose to hire officers from Berlin. In 1763, his country and Prussia exchanged diplomats. This helped them work together more closely.

However, a difficult time came during the Russo-Turkish War. This war began in 1768. Mustafa III wanted to fight with Russia. Some of his leaders preferred to keep the peace. But the Sultan insisted on going to war. The Ottoman Empire was not ready for a long fight. They tried to fix the army during the war. They even started a Naval Engineering School in 1773. Still, the war was very hard for the empire. Russian armies took over parts of Crimea, Romania, and Bulgaria.

Mustafa III was also a builder. He rebuilt the Fatih Mosque after it was damaged. He also built the Laleli Mosque complex. He worked on many projects after earthquakes hit in 1766 and 1767. He died of a heart attack on January 21, 1774. He was buried in his own mausoleum in Istanbul. His brother, Abdul Hamid I, became the next sultan. Mustafa's life was full of big changes for his people.
