In 1823, President James Monroe shared a new idea.

"Keep off! The Monroe Doctrine must be respected" (F. Victor Gillam, 1896)

This idea became known as the Monroe Doctrine. It was a rule for how the United States would act with other lands. Monroe said that European nations should stay out of the Americas. He did not want them to start new colonies here. At that time, many Spanish colonies were becoming free. The United States wanted to keep these new lands safe from outside control.

In the beginning, the United States was not very strong. It did not have a large navy or a big army. Because of this, many countries ignored the rule. Great Britain actually helped enforce it. They wanted to keep trade open in the Americas. Some leaders in Latin America liked the idea. But others were a bit worried. They wondered if the United States would only look out for itself.

Later, the United States grew much stronger. It began to use the doctrine to guide its choices for many years. It remains a big part of how the U.S. deals with the world.
