A man named George Kennan helped start this idea. He worked at the U.S. embassy in Moscow. He wrote a long message to leaders in the U.S. He said the U.S. must be firm. He wanted to limit Soviet power. He did not want to use war to do this. He wanted to use politics instead.

President Harry S. Truman made this plan official. In 1947, he gave a big speech. He wanted to help free people. He sent $400 million to help Greece and Turkey. He said the U.S. would support people facing pressure. This was called the Truman Doctrine.

The U.S. also made new groups to help. They started NATO in 1949. This was a military group with many nations. They also used the CIA to find out secrets. The CIA helps the U.S. learn about other lands. This plan shaped how the world worked for a long time.
