Looting is the act of taking goods by force. This usually happens during a social crisis or a war. It can also happen after a natural disaster. During these times, the law might not be able to stop it. People might use force to take items from others. The things taken are often called booty, loot, or plunder.

In many cases, looting happens when there is a breakdown of order. During a disaster, police or military forces might be too busy helping people. They might also be unable to communicate due to damaged infrastructure. Sometimes, civilians take things just to survive. Governments must decide if this is scavenging or looting. In other times, governments might even encourage looting for political reasons.

History shows that looting has been a common practice for a long time. In ancient Rome, there were even strict rules for war booty. Soldiers would assign certain men to collect the loot. The rest of the troops would guard the city. Once the items were sold, the money was shared equally. This included the soldiers who stayed at their posts. Even Julius Caesar gave his soldiers more pay to keep them focused.

Some leaders and wars involved massive amounts of wealth. The emperor Trajan gained a huge amount of treasure from Dacia. This included five million Roman pounds of gold. He also took half a million prisoners of war. In the 1930s, Nazi Germany organized the looting of art. The Soviet Union also engaged in large-scale looting. Even in 2003, the National Museum of Iraq was looted. Many important artifacts are still missing today.

Today, the rules for looting have changed very much. In the past, winning armies often thought looting was a right. Now, international law says that pillage is a war crime. The Hague Conventions of 1899 and 1907 helped set these rules. They say military forces must protect enemy property. The International Criminal Court also lists looting as a crime. We now have global laws to stop these actions.
