Looting is the act of stealing or taking goods by force. This behavior usually occurs during a social, political, or military crisis. Such crises include wars, riots, or natural disasters. In these moments, law enforcement and civil authorities may become ineffective. The items taken during these events are known by several names. They are often called booty, loot, plunder, spoils, or pillage.

The mechanism of looting often relies on a breakdown of order. During natural disasters, police and military forces may be overwhelmed by humanitarian needs. Damaged communication infrastructure can also prevent authorities from responding quickly. In these situations, a difficult dilemma arises for governments. They must distinguish between unnecessary looting and necessary scavenging by civilians trying to survive. Sometimes, governments may even encourage looting for economic, social, or religious reasons.

In historical warfare, looting followed specific patterns and social roles. Foot soldiers often viewed plunder as a way to supplement low wages. For high-ranking leaders, displaying looted wealth became a way to celebrate victory. In ancient Rome, the military used a regulated system for collecting booty. They assigned specific groups of men to collect items from a conquered city. Other troops remained at key points to maintain control and security.

Roman regulations ensured that the distribution of loot was organized and fair. After the booty was sold, the profit was shared among all soldiers. This included those who stayed at their posts or cared for the sick. No soldier could take property without authorization from a tribune. This system relied on a strict oath of faithfulness taken during training. Julius Caesar even increased soldier pay in 51–50 BC to keep them focused on military objectives.

Some historical conquests resulted in massive amounts of wealth and people. The Roman Emperor Trajan gained an enormous booty from his conquest of Dacia. This included an estimated five million Roman pounds of gold. He also captured approximately 500,000 prisoners of war. Some historians suggest Trajan received about 2.7 billion sesterces from this event. This sum was higher than the total documented spending of Emperor Augustus.

Looting has also targeted cultural heritage and specific populations. In ancient times, defeated people were often taken as slaves. In the early modern period, European colonial powers frequently looted non-European states. During the 1930s and World War II, Nazi Germany engaged in organized looting of art. The Soviet Union also participated in large-scale looting. More recently, the 2003 invasion of Iraq saw the looting of the National Museum of Iraq.

Modern international law has strictly prohibited the practice of pillage. The Hague Conventions of 1899 and 1907 explicitly forbid looting. These treaties require military forces to protect enemy property rather than destroy it. Today, looting during armed conflict is classified as a war crime. This is recognized by the Statute of the International Criminal Court. Current laws aim to prevent the loss of cultural artifacts and private property during crises.
