Choibalsan's journey to power began with his education. He was born in 1895 in a small area near present-day Choibalsan. As a boy, he lived at a Buddhist monastery to train as a monk. Later, he moved to the city of Khüree to work odd jobs. A teacher helped him enroll in a school for translators. He then went to Russia to study at a gymnasium from 1914 to 1917.

As years passed, Choibalsan's role in the government grew much larger. He held many different jobs, like Minister of Livestock and Agriculture. In the late 1920s and early 1930s, he supported many new rules. These rules were backed by the Soviet Union. Some of these changes were very hard for the people. Traditional herders were moved to collective farms. This caused much of the country's livestock to die.
