He lived during a time when Poland was divided into different lands. Lipiński was born in Radzyń Podlaski on October 30, 1790. His father was named Feliks Lipiński. He also had a younger brother named Feliks. Lipiński's talent helped him find many important jobs in music. By 1810, he was the first violin for an opera orchestra in Lwów. Two years later, he became the conductor for that same orchestra.

Lipiński traveled across Europe to share his music and learn more. In 1817, he went to Italy to hear the famous Niccolò Paganini. The two men met in Milan and played music together every day. They even performed two concerts together in April 1818. This helped make Lipiński very famous. Later, he visited Trieste to learn from Dr. Mazzurana. Mazzurana was ninety years old and a former student of Giuseppe Tartini. Lipiński also played concerts with the Polish pianist Maria Agata Szymanowska. He traveled to Berlin in 1820 to meet Louis Spohr. He also visited Russia and went to Warsaw in 1829.

Music brought many great people together, but it could also cause rivalry. In 1829, Lipiński played concerts with Paganini in Warsaw. A young Frédéric Chopin attended these shows. Over time, Lipiński and Paganini became rivals instead of friends. Paganini once said that Lipiński was certainly the second greatest violinist. Other famous musicians showed Lipiński great respect. Robert Schumann dedicated his piece called Carnaval to him. Henryk Wieniawski also dedicated a piece called Polonaise de concert to Lipiński. Ignacy Feliks Dobrzyński dedicated his String Quartet No. 2 to him as well.

Lipiński wrote many different kinds of music during his life. Most of his songs were written for the violin. These included four violin concertos and two string trios. He also wrote polonaises, rondos, variations, and capriccios. Early in his career, he wrote three symphonies and three operas. One opera was called Syrena Dniestru. It was played every season in Lwów for nearly thirty years. In 1839, he moved to Dresden for two important jobs. He became the concertmaster of the Royal Oratory and a kapellmeister. He spent much of his time playing chamber music there.
