He was born on 13 October 1996. As a child, he was diagnosed with dyslexia. He grew up in a middle-class family. His parents are named Grace and Roger Wong. They raised him as a Protestant Christian. His father helped shape his interest in helping people. His father once led an initiative regarding marriage laws. He also took Joshua to visit people in need. These early experiences helped Joshua learn to care for his community.

Joshua began his work as an activist while he was still a student. In 2011, he and a classmate named Ivan Lam Long-yin started a group called Scholarism. This group was made of student activists. They used simple tools like leaflets to share their ideas. In 2012, their group organized a large rally. Over 100,000 people attended that event. Joshua became a famous leader during this time. He later studied political studies at the Open University of Hong Kong. However, his political work meant he had to take time away from his studies.

In 2014, Joshua played a very big role in the Umbrella Movement. This was a series of large protests in Hong Kong. The protesters wanted to change how leaders were elected. They wanted a system called universal suffrage. Joshua helped start a class boycott to send a message. During the protests, he was arrested by the police. He was held in custody for 46 hours.

Joshua continued his political work by starting a new party. In April 2016, he founded a party called Demosistō. He worked with other leaders like Agnes Chow and Oscar Lai. The party wanted to hold a vote about the future of Hong Kong. Joshua also traveled to speak to leaders in the United States.

He helped persuade members of Congress to pass a new law. This law was called the Hong Kong Human Rights and Democracy Act. He wanted to make sure people in Hong Kong had more rights.

His political actions led to many legal challenges from the government. He was arrested and sent to jail several times. In 2017, he was jailed for his role in a protest at Civic Square. In 2018, he was jailed again for a protest in Mong Kok. In 2020, the Hong Kong government passed a national security law. This law caused his party, Demosistō, to disband.
