Garner ran for the Democratic nomination himself first. He then made a deal to be Roosevelt's vice president. They won the election together in 1932. They were also reelected in 1936. Garner served as the 32nd vice president from 1933 to 1941. He was the second person to hold both the Speaker and vice president roles. He was also very active in the President's Cabinet meetings. He used his many friendships to help pass New Deal laws.

As time passed, Garner and Roosevelt began to disagree. Garner was a conservative leader from the South. He did not like how much power the federal government was taking. He also wanted a balanced budget for the country. In 1937, they had a big disagreement over a plan to change the Supreme Court. Garner also disagreed with how the President treated labor unions. In 1940, Garner tried to run for president himself. However, Roosevelt won the nomination again. The President chose Henry A. Wallace to be his new vice president instead.

Garner retired to his home in Uvalde after 1941. He lived there for 26 years and enjoyed fishing. He even stayed in touch with leaders like Harry S. Truman. On his 95th birthday, President John F. Kennedy called to wish him well.
