The International Criminal Court, or ICC, is a very special place.

It is a permanent court located in The Hague, Netherlands. This court is meant to judge people for the most serious crimes in the world. These crimes include genocide, war crimes, and crimes against humanity. It also looks at the crime of aggression. The ICC is a "court of last resort."

This means it only steps in when a country is unable or unwilling to act. It does not replace a nation's own legal system. Instead, it works alongside them to make sure justice happens.

There are a few ways the court can start its work.

First, a country that is a member can ask for help. Second, the United Nations Security Council can ask the court to look into a situation. Third, the Office of the Prosecutor can start an investigation on their own. Once there is a good reason to proceed, the prosecutor must act. The court has several main parts to help it run. These include the Presidency, the Judicial Divisions, the Registry, and the Office of the Prosecutor.

People have wanted a permanent international court for a long time.

The idea was first suggested in 1919 after the First World War. Later, after the Second World War, special courts were made to judge leaders. In 1948, the United Nations said a permanent court was needed. Many people worked hard to make this dream a reality. Benjamin B. Ferencz was one person who spoke up for this idea. Another leader was a professor named Robert Kurt Woetzel. They both believed in a world with international rules.

In 1998, many countries met in Rome to finalize a treaty.

This treaty is called the Rome Statute. It officially created the ICC on July 1, 2002. As of October 2024, there are 125 countries that are members. These members are part of the Assembly of States Parties. This group helps run the court and picks its officials. However, some large countries are not members. China, India, Russia, and the United States do not recognize the court. This can make it a hard job for the ICC to do its work.

Since it began, the court has done many important things.

In 2012, the court gave its first judgment. It found a leader named Thomas Lubanga Dyilo guilty of war crimes. The court has also issued arrest warrants for very powerful people. This includes Russian president Vladimir Putin and Israeli leaders. Some people criticize the court for being too slow or expensive. Others worry that it does not always treat all countries the same way. Even with these hard jobs, the court continues to seek justice for many people.
