An enforced disappearance is a very serious act. It happens when a state secretly takes a person away. The government then refuses to say where that person is. They do not admit that the person was even taken. This leaves the person without any protection from the law. Often, these acts involve harm or even death. The people responsible can claim they know nothing about the person. This makes it very hard to find the truth.

These acts hurt many different rights at once. The person taken loses their right to liberty and safety. They also lose the right to a fair trial. They are denied the right to speak with a lawyer. Even the idea of being innocent is taken away. These actions also hurt the whole community. They create a sense of fear and uncertainty for everyone. This can silence people who might want to speak up.

History shows that this has happened in many places. In Nazi Germany, a program called Night and Fog was used. This was a way to make people vanish. Later, in the 1970s, military groups in Latin America used these tactics. In Chile, a man named Alfonso Chanfreau was arrested in 1974. The United Nations began to notice these patterns during this time. They started to call these people "persons unaccounted for."

Many international groups now work to stop this. In February 1980, the United Nations started a special Working Group. Their main job is to help families find their loved ones. In 2006, the UN General Assembly adopted a big new treaty. This treaty says these acts are crimes against humanity. It gives families the right to seek the truth. In August 2014, the working group reported 43,250 unresolved cases. These cases were found in 88 different states.

Laws have changed to protect people better over time. Long ago, the French Revolution helped set ideas for rights. In 1864, the Geneva Convention was created to help in wars. The Rome Statute also helps define these crimes today. This statute is used by the International Criminal Court. It says these crimes are very serious if they are systematic. Now, many people work together to make sure these rules are followed.
