The International Cricket Council (ICC) is the global governing body for the sport of cricket.

It manages the sport's international tournaments and ensures organized play across many nations. The ICC is responsible for major events like the Men's and Women's ODI World Cups. It also oversees the Men's and Women's T20 World Cups and the World Test Championship.

While it governs these tournaments, it does not control domestic cricket within individual countries. It also does not create the laws of the game. Those rules have been managed by the Marylebone Cricket Club (MCC) since 1788.

To maintain fairness, the ICC performs several specific administrative tasks. It appoints the umpires and referees who officiate at Test matches, ODIs, and T20Is. The council also enforces the ICC Code of Conduct to set professional discipline standards. To protect the integrity of the sport, it operates an Anti-Corruption and Security Unit. This unit coordinates actions against match-fixing and corruption.

Through these mechanisms, the ICC maintains the professional standards required for international competition.

Membership in the ICC is divided into two primary categories. There are 12 full members who are eligible to play Test cricket. These include nations like England, Australia, and India. The remaining 98 members are classified as associate members.

These associate members represent countries where cricket is established but not yet at the Test level. The ICC organizes these members into five distinct regional bodies. These regions are Africa, Asia, Americas, East Asia-Pacific, and Europe.

The history of the organization began with a proposal in 1907. Abe Bailey, president of the South African Cricket Association, suggested a central board. He wanted to manage international matches between Australia, England, and South Africa. On 15 June 1909, the Imperial Cricket Conference was founded at Lord's.

The group changed its name to the International Cricket Conference in 1964. It finally adopted its current name, the International Cricket Council, in 1987. The headquarters eventually moved to Dubai, United Arab Emirates, in 2005.

The leadership structure of the ICC has changed significantly over time. Originally, the president of the MCC automatically served as the ICC president. This practice ended in July 1989 when Colin Cowdrey became the first independent president. In 1993, the council created the position of chief executive, first held by David Richards. A new role, the Chairman, was established in 2014. N. Srinivasan was the first person to hold this position.

By April 2016, the presidency was abolished, making the Chairman the primary leader.

Technology has played a massive role in how the ICC manages matches. In 1992, the council introduced the third umpire, who uses video playback. This official helps make difficult decisions during play. By 1995, television replays were used for run-outs and stumpings in Test matches. During this time, the third umpire used red and green lights to signal decisions. In 1996, cameras began determining if a ball crossed the boundary. The Duckworth-Lewis method was also introduced in 1997 to adjust targets during rain-affected matches.

The growth of the ICC shows how cricket has expanded globally. It began with only three founding members in 1909. By the 21st century, membership had grown to 110 nations.

New full members like Afghanistan and Ireland joined in 2017. The ICC also works to expand global engagement through its Chief Executive Officer. This role focuses on promoting the sport and seeking inclusion in the Olympics. This continuous growth connects local cricket traditions to a massive international system.
