The International Boxing Association (IBA) is a global organization that governs the sport of boxing. It manages both amateur and professional matches and awards various world championships. The IBA also oversees the biennial IBA World Boxing Championships.

This massive network includes five continental confederations. These are the African, American, Asian, European, and Oceania Boxing Confederations. As of 2021, the IBA included 198 national boxing federations. This structure allows the organization to maintain a presence across the entire globe.

Managing a global sport requires strict oversight of several technical mechanisms. The IBA is responsible for setting match rules and managing finances. It also oversees the training and application of judges and referees. For example, in 2013, the association changed its safety protocols. It ended the mandatory use of headgear for senior men aged 19 to 40. The association cited studies suggesting headgear could increase concussion risks. These studies suggested headguards gave a false sense of security. This encouraged boxers to use harder punches or use their heads as weapons.

To maintain fairness, the IBA has implemented various scoring systems over time. At the 2016 Summer Olympics, the association used a 10-point system. This system was modeled after professional boxing matches. In this format, scores are determined by a random selection of three out of five judges. They judge each round based on criteria like punches landed and effective aggressiveness. Previously, the association had experimented with computerized scoring to improve transparency. Anwar Chowdhry, a long-tenured president, introduced these reforms to address concerns about judging bias.

The history of the organization dates back to the 1920 Summer Olympics in Antwerp. Representatives from England, France, Belgium, Brazil, and the Netherlands met there. They formed a preliminary group called the Fédération internationale de boxe amateur (FIBA). In 1946, the organization underwent a major change to regain credibility after World War II. The FIBA was dissolved, and the Association Internationale de Boxe Amateur (AIBA) was created.

In 2007, the group rebranded as the International Boxing Association, though it kept the AIBA abbreviation.

Leadership transitions have often been marked by significant controversy and financial struggle. Anwar Chowdhry served as president starting in 1986. His tenure faced criticism regarding the integrity of Olympic officiating. In 2006, Wu Ching-kuo won the presidency in a highly contested vote. His leadership period was defined by severe financial mismanagement. The association incurred large amounts of unpaid debt, including a US$10 million loan from Benkons. Consequently, Wu was suspended in 2017 and received a lifetime ban in 2018. Umar Kremlev was elected president in 2020 with promises of reform.

Under Kremlev, the IBA attempted to stabilize its operations through several major actions. He instituted a restructuring of the executive board and paid off outstanding debts. He also introduced a financial assistance program for national federations. Additionally, the IBA added prize money to its World Boxing Championships. However, his tenure remains controversial due to increasing ties to Russia. The International Olympic Committee (IOC) raised concerns about moving operations to Russia. They also noted the use of the state-owned company Gazprom as a sole sponsor. A report by Richard McLaren found systemic attempts to manipulate match outcomes during the 2016 Olympics.

The relationship between the IBA and the Olympic movement has reached a historic turning point. In 2019, the IOC suspended the association due to governance and financial issues. This prevented the IBA from sanctioning boxing at the 2020 and 2024 Summer Olympics. In June 2023, the IOC formally revoked its recognition of the IBA. This made the IBA the first international federation ever expelled from the Olympic movement. In response, a group called the Common Cause Alliance formed. This group eventually evolved into a competing federation known as World Boxing. The IOC granted provisional recognition to World Boxing in February 2025.
