His ethnic and social policies helped manage a diverse population. He began recruiting Han Chinese officials to help run the state. In 1632, he arranged a mass marriage of 1,000 Han Chinese couples to Manchu women. This was intended to promote harmony between different groups. He also created the Mongol Yamen in 1636. This was a government office used to rule Inner Mongolia indirectly. In 1638, this office was renamed the Lifanyuan.
