A leader called the Pope gave him the crown. This made him the Roman Emperor. Later, Otto of Saxony was also crowned emperor in 962. The empire was very powerful for many years.

The empire did not have one single ruler with all the power. Instead, it was decentralized. This means power was spread out among many parts. Leaders were often elected. A small group of princes and church leaders chose the emperor.

At first, the empire included Germany, Italy, and Burgundy. Later, it became mostly German lands. In 1512, it was called the Holy Roman Empire of the German Nation.
