He was born in 1942 in a place called Faya-Largeau. His family were shepherds in northern Chad. He was a very smart student. He went to study in Paris, France. There, he earned a degree in political science. He even earned a Doctorate from a school there. He returned to Chad in 1971 to work in the government. Later, he joined a group of rebels called FROLINAT. This group fought in the first Chadian Civil War.

Habré rose to power through many fights. He first led a group called the FAN. He had a disagreement with another leader named Goukouni Oueddei. This disagreement led to many battles in Chad. In 1979, Habré served as Prime Minister and Vice President. However, the different groups could not work together. He was even sent away to Sudan for a short time. In 1982, his forces took control of the capital city, N'Djamena. He then became the fifth president of Chad. He stayed in power until 1990.

During his rule, Habré was a dictator. This means he held almost all the power. He created a single political party called UNIR. He also set up a secret police force called the DDS. This group was used to find and hurt people who disagreed with him. Many people were treated very unfairly during this time. Some reports say as many as 40,000 people were killed. Other groups say more than 200,000 people were tortured. These were very hard times for the people living in Chad.

Other strong lands helped Habré stay in power. France and the United States gave him money and weapons. They wanted him to be a shield against Libya. Libya was led by a man named Muammar Gaddafi. Habré fought a war against Libya from 1986 to 1987. This was called the Toyota War. He won this war with help from France.

Even though he had help, his rule was still very difficult for many.

In 1990, a new leader named Idriss Déby took over.

This was part of a coup d'état. Habré fled to the country of Senegal. In 2016, a special international court held a trial for him. The court was a team effort with the African Union. They found him guilty of many crimes against human rights. He was the first former head of state to be judged by another nation. He was sentenced to life in prison. Habré died in 2021 after having COVID-19.
