It is located within the Quảng Ninh province. The bay is managed by the cities of Hạ Long and Cẩm Phả. It sits near Bai Tu Long Bay to the northeast and Cát Bà Island to the southwest. These areas share similar geography, climate, and culture. The name Hạ Long translates to "descending dragon."

This name comes from a local legend about protective dragons.

The landscape is defined by its unique geological features. The bay contains approximately 1,969 islets. Most of these are limestone karsts, which are tall, steep hills. A karst is a type of landscape formed from the dissolution of soluble rocks. In the core zone, there is a high density of 775 islets.

Many islands are monolithic towers. They rise sharply from the ocean with high height-to-width ratios. Some islands even contain enclosed lakes. These lakes occupy drowned dolines, which are sinkholes filled by the sea. Some islands are topped with thick jungle vegetation, while others feature enormous caves.

The formation of this environment was a very slow process. The limestone itself formed over 500 million years. The specific karst shapes evolved over the last 20 million years. This happened under the influence of a tropical wet climate.

This continuous interaction between rock and weather created the current scenery. Because of these unique features, UNESCO listed the bay as a World Heritage Site in 1994. It was recognized for its geological and geomorphological importance.

The bay is a center of high biodiversity. It contains a tropical evergreen biosystem and a seashore biosystem. There are 14 endemic floral species found here. Endemic means they grow nowhere else on Earth. There are also 60 endemic faunal species.

Animals living on the islands include monkeys, lizards, and various birds. The waters are also full of life, supporting 200 species of fish and 450 kinds of mollusks.

Human history in the bay stretches back tens of thousands of years. Prehistoric humans lived in this area long ago. Several ancient cultures occupied the region. The Soi Nhụ culture existed from around 18,000 to 7,000 BC. The Cái Bèo culture followed from 7,000 to 5,000 BC. Later, the Hạ Long culture thrived between 5,000 and 3,500 years ago.

The bay was also a site of famous naval battles. In 1288, General Trần Hưng Đạo used wooden stakes to defeat Mongol ships.

A small population of about 1,540 people lives within the bay. Most reside in four fishing villages: Cua Van, Ba Hang, Cong Tau, and Vong Vieng.

These residents often live on floating houses. They use rafts made of tires and plastic jugs to stay buoyant. They sustain themselves through fishing and marine aquaculture. Aquaculture is the farming of aquatic organisms like fish and mollusks. Today, many also work in the tourism industry by providing boat tours and meals.

To protect the landscape, the government is changing how people live in the bay. A project has begun to relocate fishing households to land. Since May 2014, more than 300 households have moved to the Khe Cá Resettlement Area. This helps stabilize lives while protecting the natural heritage zone. Some villages will remain only for sightseeing purposes.

This balance between human life and nature is a key part of the bay's modern story.
