The architect, Frank Gehry, used special computer software called CATIA. This software helped him design the many swirling curves. These curves were made to catch the light in different ways. The outside is covered in 33,000 titanium plates. These metal plates are arranged to look like fish scales. The building also uses glass and beige limestone. Inside, there is a huge, bright room called an atrium. Gehry called this center "The Flower" because of its shape.

In 1991, the Basque Government had a big idea. They wanted to build a museum in a part of the port that was no longer busy. They asked the Guggenheim Foundation to help them. The government agreed to pay $100 million to build it. They also set up funds to buy art and pay for the museum's yearly budget. The building was constructed by a company called Ferrovial. It cost $89 million to finish the work. The museum finally opened on 18 October 1997. King Juan Carlos I of Spain opened it with a large art show.

There are many interesting facts about how the museum works. The building sits on a clay base near the Nervion River. Workers had to drive 665 concrete pilings deep into the ground. The museum has nineteen different galleries for art. Ten of these galleries have a classic shape. The other nine galleries have irregular, swirling shapes. The largest gallery is a very big space for huge art. One famous permanent exhibit is called "The Matter of Time." This is a series of large steel sculptures by Richard Serra.

People call this success the "Bilbao effect." In its first three years, almost 4 million tourists visited. This brought a lot of money to local hotels and shops. This money helped the city grow and thrive. Even famous movies have used the building as a setting. The museum is now a symbol of how art can change a city. It remains a major center for art lovers everywhere.
