He was born in 1908 in a place called Villa Rivero. As a young student, he was very good at his studies. He even won an award from the government of Ecuador.

Later, he joined the army and became a lieutenant. During the Chaco War from 1932 to 1935, he fought against Paraguay. This war was very hard for Bolivia. It made Villarroel believe that his country needed to change its laws and its leaders.

After the war, Villarroel joined a group of young officers called RADEPA. This group wanted to protect the natural resources of Bolivia. They did not want foreign groups to have too much control. In December 1943, RADEPA worked with a group called the MNR to take over the government. This event is called a coup.

Villarroel became the president of Bolivia at only 35 years old. This made him one of the youngest presidents in the history of his nation. He moved into the government building known as the Palacio Quemado.

Being president was a difficult job for Villarroel. The United States did not want to recognize his government at first. They were worried that his leaders might have ties to fascist groups in Europe. This was a problem because Bolivia sold a lot of tin to the world. Selling tin helped the country's economy stay strong.

Villarroel tried to show the United States that Bolivia would still help during World War II. He even changed some people in his cabinet to try to gain trust. Eventually, the United States sent an ambassador to help the situation. By 1944, the government was working more closely with the United States.

Villarroel wanted to help the people who had been treated unfairly for a long time. He worked to give more rights to the indigenous people of Bolivia. In May 1945, he helped host the First Indigenous Congress in La Paz.

About 1,500 people attended this important meeting. Because of this congress, unfair rules like "pongueaje" were ended. This meant indigenous people no longer had to work for free on large farms. Villarroel also helped create a retirement plan and supported groups for miners. He famously said he was a friend to the poor.

Even though he helped many, not everyone was happy with his rules. Large mining companies and other powerful leaders did not like his changes. There was a lot of fighting between different political groups. Some leaders were even hurt during this time of conflict.

These disagreements made the country very unstable. In July 1946, Villarroel's time as leader came to a very violent end. His death was a major event in the history of Bolivia.
