This area included the islands of Upolu, Savaiʻi, Apolima, and Manono. Before this, German traders worked in the islands. They made money from coconut and cocoa farms.

These large farms needed many workers. Over 2,000 workers came from China to work there.

Wilhelm Solf was the first governor. He was a leader who learned local customs. He even joined in the ceremony of drinking kava.

Solf's government built many things. They made the first schools and a hospital. They also built many new roads. By 1908, the islands could pay for their own needs.

Things changed when World War I began. In 1914, troops from the United Kingdom arrived. They took control of the islands without a fight. New Zealand ruled the islands after that. Samoa finally became its own independent nation in 1962.
